Special Education Local Plan Area (SELPA)
In 1977, all California school districts joined together in geographic consortiums to ensure access to comprehensive special education services for students with disabilities. These consortiums, known as Special Education Local Plan Areas (SELPAs), were established to develop and implement local plans that meet the diverse needs of students within each region.
The SELPA collaborates closely with its member districts to provide a full continuum of special education programs and services for children and young adults with disabilities, from birth through age 22. SELPAs also serve as a key resource for families and the broader community on issues related to special education.
There are more than 130 SELPAs across California, serving student populations that range from fewer than 1,000 to more than 10,000. The North Region SELPA, which includes Albany Unified School District, serves over 3,000+ students with disabilities across its five-member districts.
Additional Information
The Individuals with Disabilities Education Act 20 United States Code (20USC) Section 1400 et seq. and related federal regulations require a continuum of regional program options to meet the needs of students with disabilities for special education and related services.
The California Department of Education (CDE) established guidelines for the coordinated development and submission of Local Plan components that ensure this continuum of program options. SELPAs ensure access to special education and services for all students with disabilities residing within the geographic areas served by each Local Plan.
